TB Special Meeting August 8, 2006

STATE OF NEW YORK

COUNTY OF WARREN

 

Present: Supervisor Alexander G. Gabriels III, Councilmen Scott Andersen, Robert MacEwan, Owen Maranville, Jason Saris, Town Clerk Kathleen Simmes

Also present: James White, Anthony Hall

Supervisor Gabriels called the meeting to order at 8:00 a.m.

Supervisor Gabriels: We are here to consider policy for the Police Department.

I talked with Counsel and he has heard no comments from the board concerning any changes to the policy.

Councilman Andersen: I faxed him my comments.

Jason: He was at a meeting when changes were discussed.

Mr. White: I have some comments. Under item 2A. If we provide coverage between 3 a.m. and 5 a.m. then there would be no patrol between the hours of 4 p.m and midnight.

Councilman Maranville: The judges’ say that’s when most of the complaints happen.

Mr. White: There have been fewer complaints this year than in previous years. We only have three men to cover all the hours.

Under 2D provide direction for vehicular traffic around large delivery trucks on Main Street. That is a violation of law. You can’t park in the driving lane. I would suggest trucks go to the tennis courts and merchants pick up their supplies there.

Councilman ? I don’t know if that is feasible. It could be a liability issue.

Councilman Andersen: It was my idea to have guys on the street.

Councilman Saris: You can’t solve that problem with such small streets.

Councilman Maranville: It is a common problem in most towns.

Under 2e foot patrol

Mr. White: Our call are up 22% this year.

Supervisor Gabriels: Service calls take priority.

Councilman Saris: Do what other agencies do. Call 911 or dispatch the Sheriff or the State Police. They won’t come out for what we want done.

Councilman Maranville: If you are in the park or on patrol, leave to respond to the emergency and then go back to the park.

Under i) stopping in to see store and business owners

Mr. White: We won’t enter premises serving liquor. When you go into a restaurant the first thing customers want to know is "why are the police here".

It was suggested that maybe it could be for the rest of the businesses. You could ask at a Bolton Chamber or Bolton Business Association meeting and see if they would like you to visit their place of business.

Mr. White: Define checking stores. We do check for broken windows, etc.

Under iii) patrolling on foot

Mr. White: Are you requesting driving in the parks by car and chatting or an actual foot patrol and what time of day?

Councilman Saris: You need to walk through the park and observe what is going on.

Under 2F routine check of seasonal dwellings

Mr. White: We do property checks upon request already.

Under I Office hours

Mr. White: That is two hours out of an eight-hour day. Is that what you want, 25% of our time in the office?

Councilman Saris: Possibly a machine that says we are here from what time to what time.

Mr. White: We need a bigger office and possibly hire another seasonal patrol officer.

Under 2C traffic control on Sunday mornings

Mr. White: I will contact the churches. I can suggest a different route for people who attend the Catholic Church that might alleviate the congestion.

Mr. White: The municipal parking lot by Dula Street says "No Parking" from 1 a.m. to 7 a.m. How do I handle that?

Councilman Andersen: Don’t ask them to leave, but it is a tool to use if needed.

Councilman Saris: We can initiate the policy without adopting it right now. Some changes need to be made.

Mr. White: I would like to meet with Counsel.

Mr. White: I don’t want "j" in there concerning the Sheriff and State Police. If this is a mission statement it doesn’t say it.

Councilman Saris: Jim, you do an awesome job, there have been no complaints about you.

Mr. White: Thank you.

 

Councilman Saris moved seconded by Councilman Andersen to set a public hearing for 7:00 p.m. on September 5th to discuss rescinding Ordinance #43 entitled ""An Ordinance Regulating Parking Within Certain Areas of the Town of Bolton". All Favorable. Motion Carried.

Councilman Saris moved seconded by Councilman Maranville to adjourn at 9:00 a.m.

All Favorable. Motion Carried.
