Discussion concerning the changes to the Spring Cleanup Card.

RESOLUTION #76:

Motion by Councilman MacEwan, second by Councilmember Rehm that as of April 15, 2010 new spring cleanup cards will be available with the following changes: add the name of the home owner,  card is not transferable, specify if the card holder is the owner, renter or caretaker, remove tub and carpet and add throw rug.  There will now be an expiration date listed and the newly issued card this year will expire May 31, 2011 and note that previously issued cards expire June 30, 2010.  These changes will be put on the Town’s website and notices posted at the Town Hall and at the Transfer Station along with ordering a 60x30 sign to be placed at the Transfer Station site.  All in Favor.  Motion Carried.

Discussion on the Brush and Limb Policy.

Supervisor Conover stated that since we are no longer able to burn brush and limbs and the prices for disposal of it is in the thousands of dollars range, we need to begin to charge something or that cost goes directly to the property taxpayer.  We should start with a fee structure and revisit it as we move along.  There have been some quotes and one company will come on site and take the pile away rather than grinding it first and then take it away.

Councilmember Rehm asked what the procedure was for someone who is not a resident of Bolton but is working for a resident and there is no resident sticker on the vehicle, does he get a cleanup card handed to him for his use. Supervisor Conover explained that it falls under the category of a caretaker as long as it is Bolton material.  It was suggested that Lisa French, Transfer Station Supervisor, keep a record of the name of the caretaker and who the work is being done for.
